In a recent council meeting, the discussion centered on the district's preparedness and the unique challenges posed by the Ostler Fault zone, which runs directly through the area.

With a 75% chance of rupturing within the next half-century, the potential for a magnitude 8.0 earthquake is high. Such an event would release an astonishing 250 times more energy than the devastating 2011 Christchurch earthquake.
"The numbers are stark and serve as a wake-up call," said Angela Oosthuizen, the council's chief executive. "We must prepare our communities for the worst while hoping for the best."
One of the key concerns is the potential impact on critical infrastructure. Councillor Mark Adams highlighted the vulnerability of the Twizel Events Centre, the designated welfare center, which lacks sufficient earthquake strengthening. He also questioned the suitability of the Tekapo Community Hall as a generator location, given its own structural weaknesses.
"We must ensure that our emergency response plans are robust and adaptable," Adams said. "Every decision we make now could have life-or-death consequences."
The emergency management team, led by Nils Walzel, is taking proactive steps. Additional operational checks on the district's generators in Fairlie, Tekapo, and Twizel are being implemented to ensure fuel management and oversight. Walzel emphasized the need for a well-thought-out fuel management plan to keep these generators operational during an emergency.
"We're taking every precaution to ensure our generators are ready and reliable," Walzel said. "It's a matter of life and death, and we won't leave anything to chance."
The discussion also touched on the resilience of key sewerage pumps during an earthquake. Neil Jorgensen, the operations and regulatory general manager, assured the council that backup systems were in place and that the water team was working to enhance resilience.
"We're leaving no stone unturned in our preparations," Jorgensen said. "Our team is dedicated to ensuring that critical services remain operational, no matter the challenge."
